Browns president Mike Holmgren says the team plans to draft a quarterback in April's NFL Draft.
The decision isn't a knock on Colt McCoy.
"I believe in the young guy we have," Holmgren said.
However, that won't stop Cleveland from looking at this year's top quarterback options in the draft.
"Oh, I'm going to talk to them," Holmgren said. "I like to watch the quarterbacks, anyway, you know. But those fellas probably will be drafted pretty high. But I think we have to talk to them all. We'll probably bring them in, do our work and see what happens."

Browns Use Franchise Tag On Dawson
The Browns have placed their franchise tag on long-time kicker Phil Dawson.
Dawson, who was expected to become a free agent, will make $3.25 million next season, and it's possible he could still sign a long-term contract with the Browns.
He has been trying to get a new contract from Cleveland for years.
Seneca Wallace Wants Chance To Start
Seneca Wallace wants to sign with a team that will give him a chance to start at quarterback.
Wallace, who spent 2010 with the Browns, will be a free agent this offseason.
He wants an "opportunity to lead a team" and added that it was "kind of early to tell" whether that opportunity would come with the Browns.
"If I do go back (to Cleveland), hopefully it's a chance to compete for the starting position," Wallace said.
Cleveland Has No Plans To Release Delhomme
The Browns have no plans to terminate the contract of quarterback Jake Delhomme, according to the Cleveland Plain Dealer.
Delhomme, 36, has a year left on his contract worth $5.4 million.
Money Wasn't Only Reason Browns Cut Rogers
The Browns saved $17 million by cutting defensive lineman Shaun Rogers, but that wasn't the only reason they let him go.
Cleveland general manager Tom Heckert told The Plain Dealer that despite Rogers' ability to wreak havoc on offensive lineman, the team grew weary of the 10-year veteran's attitude and poor practice habits.
Rogers, known as "Big Baby," was listed almost all season long with ankle and hip injuries and typically skipped practices all week, save for light workouts on Fridays.
Shurmur Will Serve As O-Coordinator
In his first season with the Browns, Pat Shurmur will serve as head coach and offensive coordinator.
"That's the way it shaped up this year," Shurmur confirmed on Thursday.
Shurmur also said "it would be a logical assumption" that quarterback Colt McCoy will be the Browns' starter in 2011.
He served as the offensive coordinator of the Rams in each of the last two seasons.
Last season, only two teams -- the Cardinals and Patriots -- didn't have a coach with the "offensive coordinator" title.
Browns Release Rogers, Five Other Veterans
The Browns cut six veterans on Wednesday, including tight end Robert Royal, offensive tackle John St. Clair, defensive linemen Shaun Rogers and Kenyon Coleman and linebackers David Bowens and Eric Barton.
The players were considered favorites of former coach Eric Mangini.
"We kind of had a feeling that with a new regime Cleveland wanted to go with younger players," said Bowens' agent, Harold Lewis. "David was Eric's guy and [former defensive coordianator] Rob Ryan's guy. So it's not a surprise."
McCoy Already Learning Cleveland's New Offense
Browns quarterback Colt McCoy is already beginning to learn the offense of new head coach Pat Shurmur.
McCoy said he has had numerous telephone conversations with Shurmur and Browns president Mike Holmgren and is excited about what lies ahead for him and the team.
"My whole mentality will be so much different next year. I can't wait," McCoy said.
"I talk to the coaches regularly. I'm already learning some things over the phone. It's been a real busy month for coach Shurmur trying to hire a staff. I think with coach [Mark] Whipple on board now, things will pick up."
McCoy has gleaned the basics of Shurmur's West Coast offensive system from discussions with Shurmur and Rams quarterback Sam Bradford.
