The Panthers will start rookie quarterback Jimmy Clausen on Sunday against the Browns.
Clausen completed a week of practice with no issues stemming from his recent concussion.
"I think he had an outstanding week of preparation," coach John Fox said. "My understanding is we had no side effects and we anticipate he'll be good to go on Sunday."
Fox said the No. 2 quarterback would be a game-time decision.

Carolina To Start St. Pierre
The Panthers will start Brian St. Pierre at quarterback on Sunday against the Ravens.
St. Pierre has thrown just five passes in eight NFL seasons.
Carolina coach John Fox picked St. Pierre over rookie Tony Pike.
The Panthers, 1-8, are the NFL's lowest-scoring team.
DeAngelo Williams Done For Season
The Panthers have placed running back DeAngelo Williams on the injured reserve with a mid-foot sprain.
Carolina coach John Fox says Williams wouldn't have been able to return for two to three weeks and they "needed the roster spot."
Williams had 87 carries for 361 yards and a touchdown.
Clausen Has Concussion, Panthers Upset With Hit
Panthers rookie quarterback Jimmy Clausen suffered a concussion in Sunday's loss to the Buccaneers.
Carolina claims a couple of Tampa Bay players recklessly dove into the pile as Clausen was stuffed shy of the goal line on fourth down on Carolina's final offensive play Sunday in the Buccaneers' 31-16 win.
Receiver Steve Smith said Aqib Talib and Sean Jones "went head first into Jimmy." Smith then shoved Talib and was given a 15-yard penalty
Coach John Fox declined to comment Monday for fear of being fined, but did say they would send in a tape of the play to the league office.
Panthers Sign Brian St. Pierre
The Panthers have signed veteran quarterback Brian St. Pierre.
St. Pierre, who played at Boston College, has appeared in two games and attempted five passes in seven NFL seasons.
"He's a younger player that's had some playing time (who) we've got some familiarity with on our staff," Panthers coach John Fox said Friday. "It gives us a third quarterback in the building learning our offense."
Panthers Lose Matt Moore For Season
Panthers quarterback Matt Moore has a torn labrum in his throwing shoulder and will require season-ending surgery.
Moore will undergo surgery in two weeks and be out four to six months, according to a league source.
He was injured when Sedrick Ellis drove his right shoulder into the turf on a sack in the second quarter of New Orleans' 34-3 rout on Sunday.
Jonathan Stewart May Start Against Saints
Jonathan Stewart may start at running back for the Panthers on Sunday against the Saints.
Stewart is likely to get his second straight start because of the sprained left foot of DeAngelo Williams.
Williams missed practice again Friday and is listed as doubtful for Sunday's game against New Orleans.
