The Texans are willing to let cornerback Dunta Robinson test the free-agent market, choosing against placing their franchise tag on him for the second-straight year.
A league source told ESPN's Adam Schefter of Houston's decision.
The Texans tried to work out a contract extension with Robinson, but when talks stalled the team decided not to use the franchise tag.

Man Gets 25 Years For Robbing Texan
A man has been sentenced to a 25-year prison term for robbing Texans cornerback Dunta Robinson back in 2007.
Prosecutors in Fort Bend County say Roderick Darnell Johnson pleaded guilty to aggravated robbery on Tuesday.
Robinson, who is an unrestricted free agent, declined comment on the criminal case.
With Sights On Super Bowl, Texans Extend Kubiak Through 2012
Texans owner Bob McNair is confident that coach Gary Kubiak can lead the team to a Super Bowl.
Houston announced Wednesday that Kubiak has signed a contract extension that runs through the 2012 season.
"We have a foundation in place," McNair said. "We don't have to go out and establish the foundation, which is what we've been doing the last eight years. We've got some outstanding players, and we just have to keep building on that.
"In evaluating where we were and looking at our coaching situation," he added, "I believe Gary can take us to the Super Bowl."
Reports: Texans Give Kubiak Extension
The Texans have awarded coach Gary Kubiak a contract extension that runs through the 2012 season, according to a pair of reports.
The new deal voids the final year of his contract and is for the next three seasons, according to the Houston Chronicle.
"I'm real excited about it," Kubiak said to the Chronicle. "[Owner] Bob [McNair] has always been very good to me. I respect him a great deal. I'm glad he's got the confidence in me to finish what we started when we came here. We've got a great opportunity to have something real special."
Kubiak led the Texans to their first-ever winning season this season.
Texans Working On Extension For Kubiak
The Texans are working on a contract extension for head coach Gary Kubiak.
A deal could be completed as early as next week, according to the Houston Chronicle.
Kubiak has one year left on the five-year, $10 million contract he signed in 2006.
"We've been working on our assistant coaches, and we don't have all of them signed, but I think we've pretty much got them resolved, and everybody will be signed through 2012," owner Bob McNair said Monday.
"Now we're in the process of working on Gary's extension, and I think probably by next week, we'll have his finalized.
"His will run at least one year longer than (2012), maybe more."
Schaub Wins MVP As AFC Beats NFC
Texans quarterback Matt Schaub was named the MVP of the Pro Bowl on Sunday night as the AFC defeated the NFC 41-34.
He completed 13-of-17 for 189 yards and two touchdowns.
"I'm real happy for Matt because I don't think he gets the respect and recognition around the country that he deserves," Houston receiver Andre Johnson said. "He came out firing, and we were clicking."
