Buccaneers general manager Mark Dominik has apologized to left tackle Donald Penn for publicly commenting on the player's weight.
Dominik said he made a mistake saying during a fan question-and-answer session at One Buc Place that he was disappointed Penn gained 40 pounds in the second half of the 2009 season.
"Donald is an important member of this team and a guy I'm extremely fond of," Dominik said. "We had a good heart-to-heart conversation, and I was glad he came down for the fans."
Dominik's apology, however, did not change Penn's decision not to attend mandatory minicamp, which begins Monday.
Penn is a restricted free agent.

The Glazer family, which owns the Buccaneers and Manchester United, are $1.6 billion in debt, according the BBC.
The financial issues leave the family's control of Manchester United in doubt.
All the extra debt comes after the Glazers borrowed extensively against their shopping mall business in the United States.
"Buccaneers fans should know that the Glazer family is as financially well-positioned as ever before. Companies they own generate revenues in excess of $800 million each year," Jonathan Grella, the team's director of communications, said in the statement.
"Sophisticated real estate experts know that the family's refinancing of their commercial real estate before the global meltdown has proven to be the wise move."
