The Seattle Seahawks have made an offer to Devonta Freeman, who remains a free agent.

Freeman has remained on the market since the Falcons released him March 16. He gained only 656 yards on 184 carries last season.

Rashaad Penny is recovering from a torn ACL, while Chris Carson is rehabbing a hip injury.
