Raiders coach Tom Cable hasn't ruled out re-signing quarterback Jeff Garcia. "We haven't talked about it at this point," Cable said, leaving open the possibility. "That's all I can say right now." Oakland released Garcia on Sept. 5. He was signed by the Eagles, but Philadelphia released him on Tuesday.
