The Jets are subject to the "Final Eight" rule that prevents the top eight teams from spending wildly in an uncapped year. "I think it's a penalty for sure," Rex Ryan said last weekend at the scouting combine. "Maybe you need a tight end or whatever it is, and you don't have that ability to go out and get some of the top guys that might be available." By rule, the Jets can't sign an unrestricted free agent until they lose one. If they sign a player, the first-year pay (base salary plus pro-rated signing bonus) can't exceed that of the player they lose. The Jets have no high-demand players among their unrestricted free agents, which includes FB Tony Richardson, DE Marques Douglas and PK Jay Feely. This means the Jets will need to use trades to improve their team.
