The competition committee proposes to keep the first through the 20th picks the same as they are now (based on teams' record from the previous season). But for the 12 playoff teams, the committee will propose a seeding process, based on the outcome of playoff games. "A team can win a playoff game and yet get to pick [in the draft] before the team it beat," said competition committee co-chairman Rich McKay. That's precisely what will happen next month, when the Colts, who lost to the Chargers in the playoffs, choose 27th, while San Diego picks 16th.
