Former Jaguars receiver Reggie Williams was arrested for the second time in three months Sunday night on felony charges of cocaine possession. "Williams appeared to be impaired and causing problems," Houston police spokesman Kese Smith said. "According to witnesses, an officer approached Williams and gave him several orders to leave and he refused." A former first-round draft pick in 2004, Williams was arrested in late February on charges of driving while intoxicated and marijuana possession.
