The Jacksonville Jaguars watched Allen Robinson leave in free agency to sign with the Chicago Bears earlier this week.

The Jaguars declined to place the $15.9 million franchise tag on Robinson. The wide receiver is coming off a torn ACL.

Jacksonville wasn't close to re-signing Robinson, who they drafted in 2014. Dave Caldwell called the situation "difficult."

"Obviously, we have a connection with A-Rob – we drafted him and saw him grow into the player he was," Caldwell said. "We tried to put our best foot forward and get him back here and it didn't work out. Once that happens, we go to Plan B and Plan C and Marqise [Lee] was in the plan from the beginning and it was, 'Who is going to be our other guy?' And Donte [Moncrief] was on our list.

"We set a price per player and what we feel like is acceptable and what we can handle and we'll go to that level. ... And if it's not enough for the player, we move on."
