It is believed that Brady is holding firm on his refusal to accept any suspension, though he would consider accepting a fine.

Brady is expected to go to federal court to fight the decision if the NFL upholds any part of the suspension.

Any delay in the announcement is rooted not in whether Goodell has made up his mind, but in the belief that Brady will challenge the issue in court, and that the NFL's decision must be designed, vetted and written to withstand that challenge.
