With high picks in the draft, the Cleveland Browns, San Diego Chargers and Dallas Cowboys could each consider investing in a quarterback.

"If you're looking for a quarterback in that top 10, (picks) two, three and four have got to be locked in," Mike Mayock said on Saturday during the NFL Network's broadcast of the Reese's Senior Bowl. "Two with Cleveland, three with San Diego. Philip Rivers is one of my favorites of all-time, but remember they took Rivers when they had (Drew) Brees. And No. 4, Dallas has got to be looking, also."

Carson Wentz, Jared Goff and Paxton Lynch are considered the top quarterbacks.

"I look at Dallas at No. 4 and as much you love Tony Romo, three years in a row he's not been able to play 16 games," Mayock said. "He's 36 years old. At what point -- you're not going to be drafting that high again -- at what point do you pull the trigger? San Diego, same thing. Cleveland's got to get a quarterback. Philadelphia's sitting there at (pick) No. 13 saying 'My guy might not get to me anymore.'"

The San Diego Chargers will not relocate for at least the 2016 season.

The Chargers have until January 15, 2017, to exercise their option to move to Los Angeles. 

Should the Chargers build in San Diego, they would receive what amounts to a $100 million grant from the NFL in addition to the standard $200 million G4 loan for new stadium construction.

"We are very supportive of the decision by Dean Spanos to continue his efforts in San Diego and work with local leaders to develop a permanent stadium solution," NFL commissioner Roger Goodell said in a statement. "NFL ownership has committed $300 million to assist in the cost of building a new stadium in San Diego. I have pledged the league’s full support in helping Dean to fulfill his goal."

Philip Rivers considered retiring from the NFL altogether last offseason.

Rivers signed a four-year extension with the San Diego Chargers in August.

"Physically, last year, I didn't know if I was going to play," Rivers said three weeks ago, after the Chargers' season-finale. "I mean really, physically, I was like, 'I may not even play football anymore.' This year, physically, I'm great.

"Emotionally, it's been rough, but I'm excited -- I really am excited about who the new core is going to be. I'm excited to be part of that group. ... I know they care, and they're pretty dang good football players, so let's go. Let's get healthy. Let's add a few pieces and let's go."

The Los Angeles Rams and San Diego Chargers held their first meeting to discuss sharing a stadium under construction in Inglewood.

The Chargers have a one-year option to reach a lease agreement and become a tenant of the stadium whose construction is being headed by Rams owner Stan Kroenke.

The very brief statement says the two sides have agreed not to publicly discuss details of the negotiations.

Alex Flanagan of NBC Sports and NFL Network reports that the framework of a deal that would allow the Rams and Chargers to share a stadium in Los Angeles is now in place.

Barring a last minute change of plans, the Chargers will accept the deal and move to Los Angeles.

It is unclear whether the Chargers will stay in San Diego this season or share a stadium in Los Angeles.

The Chargers have denied that an agreement is imminent.

Ken Whisenhunt will return to the San Diego Chargers as offensive coordinator.

Whisenhunt had the same job in 2013 before being hired by the Tennessee Titans as head coach.

Whisenhunt was fired during the regular season and his name came up as a possible hire for the Chargers when Frank Reich was dispatched earlier this month.

Dean Spanos and the San Diego Chargers are expected to quickly embrace a move to Inglewood.

The Chargers were unsuccessful in their bid for Carson but are given the first opportunity to join the Los Angeles Rams.

The Chargers already have begun working directly with the league to finalize the parameters for a deal in Inglewood, and the NFL will be directly involved in negotiations, if necessary.

Stan Kroenke cannot begin selling naming rights, club seats, PSLs and sponsorships until 2017 unless a second team is added to the plan.

The Chargers can decide whether to be a partner with the Rams on the stadium or a tenant.

The St. Louis Rams will relocate to Los Angeles after a 30-2 vote by the owners. 

The San Diego Chargers have an option to join them in the Inglewood project.

The Rams will open up their new stadium in time for the 2019 season.

The Oakland Raiders have an option to relocate if the Chargers decide not to relocate within the next year.

The Rams spent 21 years in St. Louis and won one Super Bowl while losing a second.

Roger Goodell declined to reveal the relocation fee the Rams agree to pay to the other 31 owners but it had been reported previously of being $550 million per team.

The NFL's six-owner committee on Los Angeles opportunities recommended the project headed by the San Diego Chargers and Oakland Raiders to build a $1.7 billion stadium in Carson, California.

The Orange County Register reported the committee made its recommendation on a 5-1 vote, with Kansas City Chiefs owner Clark Hunt opposing the recommendation.

Any move must be approved by 24 of the NFL's 26 owners.

The Rams presented their project on Inglewood first, followed by the Chargers and Raiders.

Owners will vote between the Carson proposal and Jerry Jones' idea of pairing the Rams with the Chargers in Inglewood.

Update from Sam Farmer: After the first round of votes, the Rams' project in Inglewood with a to be determined team received more votes than the Raiders and Chargers in Carson but that plan didn't receive 24 votes.

The NFL will now meet with the Rams, Chargers and Raiders individually in hopes of making a deal to dissolve the pact between the Raiders and Chargers.

According to Judy Battista, there is strong opposition to moving the Raiders to Los Angeles among owners. If the Raiders step aside, the NFL will help the improve their situation in Oakland.

The Committee on Los Angeles Opportunities is considering whether to add Jerry Jones' proposal to the agenda for its ownership meeting.

Jones is proposing a forced marriage of the Chargers and Rams in Los Angeles.

“The league needed a third option,” an unnamed executive told Kevin Acee. “Jerry’s plan is the only one with a chance to get 24 votes — if it gets on the ballot.”

Stan Kroenke has wanted the Rams to be the lone tenant in Inglewood, while the Chargers' plan has been to move to Carson with the Raiders.
