The NFL has acknowledged that referees made a mistake in not penalizing the San Diego Chargers for an illegal formation on a missed field goal attempt by Ryan Succop of the Kansas City Chiefs.

Succop missed a 41-yard field goal, but the Chargers were in an illegal formation that should have resulted in a five-yard penalty and another field goal attempt.

"On the play, San Diego lined up with seven men on one side of the snapper," the league said in a statement released Monday morning. "This should have been penalized as an illegal formation by the defense."

The Chargers eventually won the game to secure the final AFC playoff bid, but the Pittsburgh Steelers would have advanced had the penalty been called and Succop made the second attempt.

The NFL announced the rosters for the 2014 Pro Bowl, which is "Unconferenced" for the the first time.

The Pittsburgh Steelers selected Le'Veon Bell with the 48th overall pick in the 2013 NFL Draft ahead of Eddie Lacy.

Lacy has established himself as one of the NFL's best backs with 1,028 yards and a 4.1 yards per carry average.

Bell is averaging 3.3 yards per carry for the Steelers.

"An easy one," said Tomlin on choosing Bell over Lacy. The Steelers love offensive versatility.

Mike Tomlin has received a $100,000 fine from the NFL for interfering with a kickoff return last Thursday.

The NFL said it will also consider a forfeiture of draft picks for the Pittsburgh Steelers.

"As I stated yesterday, I take full responsibility for my actions, and I apologize for causing negative attention to the Pittsburgh Steelers organization," Tomlin said in a statement. "I accept the penalty that I received. I will no longer address this issue as I am preparing for an important game this Sunday against the Miami Dolphins."

Footage from the NFL Game Rewind Coaches Film supports Mike Tomlin's account that his interference with Jacoby Jones was accidental.

Tomlin has said that he always watches kick returns on the video board and was lost in his placement. Tomlin also said that he had become complacent since the Pittsburgh Steelers hadn't allowed a return past the 50 this season.

The NFL is expected to heavily fine Tomlin.

Mike Tomlin is unlikely to be suspended for interfering with Jacoby Jones on a kickoff return, but he could face a six-figure fine.

The Pittsburgh Steelers could have a draft pick taken away from them as an additional penalty.

Tomlin was not penalized for unsportsmanlike conduct on the play. Tomlin said he didn't think he interfered with Jones.

Joe Flacco suggested to teammates that they should run out on the field to tackle Ted Ginn Jr. on the final play of the Super Bowl.

"That's exactly what [Tomlin] just did," Flacco said. "He was looking at the big screen the whole entire time, he knew where he was, he knew where Jacoby was. He pulled my move."
