Samuel, 31, is set to make $8.4 million in base salary next season with a salary cap hit of $9.5 million as part of the contract he signed in 2008.
Philadelphia general manager Howie Roseman said in February that the team will listen to teams interested in a Samuel deal, and the team admitted it tried to deal the cornerback last offseason.
