The Browns signed Robert Griffin III this week.
Kaepernick is left with the Denver Broncos as his only remaining logical suitor.
Kaepernick's $11.9 million salary becomes fully guaranteed on April 1 and the San Francisco 49ers do not plan to cut him before that date.
The Broncos would have to trade for Kaepernick and the 49ers have so far been unwilling to deal him without a substantial return.
The New York Jets would like to re-sign Ryan Fitzpatrick and are attempting to find a common ground on a contract.
"We like Ryan -- we'd like to have Ryan back -- but at the end of the day, it's free agency," Mike Maccagnan told reporters on a conference call. "You go through it. At some point in time, hopefully, we can find a middle ground we're both happy with."
The Jets have offered Fitzpatrick between $7 million and $8 million per year.
The Denver Broncos have interest in Ryan Fitzpatrick but his price tag has been too high to date.
The Broncos are searching for a replacement for Brock Osweiler and have also traded for Mark Sanchez this offseason.
Fitzpatrick, 33, threw for 3,905 yards with 31 touchdowns and 15 interceptions in 2015, his first season with the New York Jets.
The Jets have been in a stalemate with Fitzpatrick and are nowhere close to an agreement.
The Denver Broncos are targeting Colin Kaepernick but they've also reached out to Ryan Fitzpatrick.
Fitzpatrick had an impressive 2015 with the New York Jets, but he remains a free agent.
"I believe that Colin Kaepernick is the target for the Denver Broncos," Silver said on NFL Network. "I believe the 49ers are amendable to trading him. Whether it is a (third-round pick) a (second-round pick) if that's what it takes. I think right now they're doing a dance. But I expect the Denver Broncos to go out and get Colin Kaepernick as their top option."

Matt Forte has agreed to sign with the New York Jets.
The Chicago Bears parted ways with Forte earlier this offseason.
Forte will help the Jets replace Chris Ivory.
Chris Ivory has agreed to sign with the Jacksonville Jaguars.
Ivory spent the past three seasons with the New York Jets.
Ivory will split carries with TJ Yeldon with the Jaguars.
