The Cleveland Browns, who own the No. 1 and No. 12 picks, have had discussions with at least three teams in the top eight about moving up.

The Browns are in need of a franchise quarterback and are expected to take Myles Garrett first overall. They could use the 12th pick and other assets to improve their second selection in order to take a quarterback.

Michael Silver of the NFL Network speculates that the Tennessee Titans, New York Jets and Carolina Panthers could move a pick to Cleveland.
