Chip Kelly will oversee the player personnel department of the Philadelphia Eagles and lead efforts to hire a new personnel executive.

Howie Roseman has been promoted to Executive Vice President of Football Operations.

“We are a good football team and we believe these steps will help make us a great team,” Jeffrey Lurie said in a statement.

Kelly and Roseman have been at odds on decision-making of the Eagles. Kelly already had final say, but the personnel staff will now report to him as well.

Lurie was adamant about keeping Roseman, who is in charge of the Eagles' cap and contract decisions.
