Dolphins Warned For 'Not Strictly' Obeying Concussion Protocol

The NFL and NFL Players Association have warned the Miami Dolphins for "not strictly" following the league's concussion protocol with Matt Moore earlier this month.

The Dolphins were not fined or penalized but were told both are possible if they have any future violations of the protocol.

The incident took place in the team's playoff loss to the Pittsburgh Steelers.

"The Miami Dolphins were notified in a letter co-signed by Dr. Hunt Batjer, co-chair of the NFL head, neck & spine committee and Dr. Thom Mayer, medical director for the NFLPA, that the NFL-NFLPA review determined that the protocol was not strictly followed," the league said in a statement. "The letter further advised the Dolphins that they must engage their staff in a full review of the protocol and conduct additional education, if necessary. The Dolphins were also advised that any future deviation from the protocol may result in enhanced discipline, including monetary fines assessed against the club."

Dolphins Promote Matt Burke To Defensive Coordinator

The Miami Dolphins have promoted Matt Burke to defensive coordinator to replace Vance Joseph, who left the franchise to become head coach of the Denver Broncos.

"It's obviously an exciting moment personally and for the organization moving forward," Burke said Thursday on a conference call. "It's been a hectic few days. Since Sunday forward, everything kind of happened pretty quickly. So things will kind of sink in. But I'm really excited to get going and help this team move forward."

Burke has a lot of work ahead in fixing Miami's defense. It was an injured and inconsistent group that finished 29th in the NFL in yards allowed. The Dolphins lost defensive starters Reshad Jones, Isa Abdul-Quddus and Koa Misi to season-ending injuries.

Burke emphasized that he wants the Dolphins to be an "attacking defense," something he felt the team had started to build this season.

NFL Reviewing Concussion Protocol On Matt Moore Hit

The NFL has initiated a review of the concussion protocol after Matt Moore missed just one play after getting obliterated by a hit by Bud Dupree in Sunday's playoff game between the Miami Dolphins and Pittsburgh Steelers.

Under the procedure approved by the collective bargaining agreement, the NFL, in consultation with the NFLPA, will review the video, relevant documents and interview the involved parties to determine whether the protocol was properly followed.

Dupree was flagged for roughing the passer on the play.

"Yeah, I just got popped," Moore said. "Needed a second there. So got checked out, felt fine, was really more my jaw than anything else. Felt good, came back in, was fine. But he got me pretty good."

The swiftness with which Moore was cleared led to some questions about the process of checking the quarterback for a potential concussion.

Matt Moore Expected To Start For Dolphins Against Steelers

Barring a drastic change, Matt Moore will start for the Miami Dolphins this weekend.

Ryan Tannehill hasn't been 100% ruled out, but Adam Gase said the quarterback has to practice first.

Moore made three starts for the Dolphins to finish the regular season. Miami was 2-1 in those games.

No Teams Finish 2016 In Top-10 In Both Offensive, Defensive DVOA

The NFL has very few teams this season that excel in all facets of the game. Further evidence of this issue shows itself in the fact that there is only one team ranking in the top-10 in both Football Outsiders' Offensive and Defensive DVOA.

Last season, the Seattle Seahawks, Carolina Panthers, Arizona Cardinals, Cincinnati Bengals and Kansas City Chiefs ranked in the top-10 on both sides of the ball.

The Chiefs were the closest team to finish in the top-10 in both Offensive and Defensive DVOA at 13th and 14th.

The New England Patriots and Dallas Cowboys finished the season ranked first and second in both Total DVOA and Weighted DVOA.
