Because Rodgers was activated off injured reserve, played last Sunday and was subsequently placed back on injured reserve without a new injury, rules state that Rodgers should have to be released.
Green Bay did not announce its decision to place Rodgers back on injured reserve until Tuesday, after the Packers had been eliminated from a potential postseason spot.
"Frankly, I don't see any issue with Aaron Rodgers going on IR," Mike McCarthy said Sunday. "My understanding is we communicated, followed the procedures and guidelines that you have to, to put a player on IR. So from our perspective, there's no issue."
Nobody in the NFL expects the Packers to have to release Rodgers.
The Green Bay Packers have placed Aaron Rodgers on injured reserve to end his 2017 season.
Rodgers returned from his shoulder surgery in Week 15, but the Packers lost to the Panthers and were eliminated from playoff contention.

The Green Bay Packers are abuzz as Aaron Rodgers prepares to return to the field on Sunday against the Carolina Panthers.
The quarterback has missed nearly two months because of his broken right collarbone.
"Hopefully, it gives a lift to some of the guys, but I'm not coming back to save this team," Rodgers said. "I'm coming back to play quarterback the way I know how to play it. Hopefully, we all raise the level of our play collectively and find a way to win these three games."

The Chiefs, Cowboys, Steelers, Falcons and Patriots also rank in the top-10 on offense, while the Jaguars, Broncos, Panthers, Ravens and Cardinals rank in the top-10 on defense.

"It's been a long road from that day to this, but I'm happy to say I've been medically cleared to return. Thanks for all the love, support, prayers, and well wishes over the past 8 weeks and a big thank you to Dr McKenzie and our incredible training staff," Rodgers wrote.

Rodgers underwent the all-important first CT scan to determine how his fractured collarbone is healing on Monday, but there is not a definitive determination on his status.
Rodgers is pushing hard to play after he's practiced for the past two weeks.
The decision was described as a "risk/reward" proposition as it has yet to fully heal.
Rodgers chose a surgical procedure involving two plates and 13 screws as an aggressive way of accelerating healing and protecting his throwing shoulder. I
Aaron Rodgers returned to practice on Saturday for the first time since suffering a broken collarbone in October.
When asked whether Rodgers' return can inspire the playoff-hungry Packers, coach Mike McCarthy said Friday, "Absolutely. I think it's a big deal when you see your leader out there. Definitely. The guys have been able to watch him work here the last couple weeks. He's been going through the fundamental part of it. But I think you also have to be in-tune with the trial of return mode. ... But yeah, that'd be great to have him out there."
Rodgers can return for Week 15 but won't undergo scans until after Week 14.
The Packers have been impressed by how quickly Rodgers has healed.
Rodgers was seen throwing on the field ahead of the Packers' Week 12 loss to the Pittsburgh Steelers.
