O'Brien is the Patriots' former offensive coordinator and current hed coach of Penn State.
Kelly has had immediate major success as head coach of Oregon.
The Cleveland Browns will fire head coach Pat Shurmur and general manager Tom Heckert on Monday, according to sources.
Sources told the Plain Dealer that Shurmur and Heckert both know they will be let go but have not been informed of the decision.

The Cleveland Browns may start third-string quarterback Thad Lewis in their Week 17 finale with both Brandon Weeden and Colt McCoy out with shoulder injuries.

Trent Richardson questioned the playcalling of Pat Shurmer following the Cleveland Browns' 38-21 loss to the Redskins.
Richardson had 24 yards and a touchdown on his first four carries in the first quarter.
But Richardson had just two carries in the second half.
"We [were] ready for the game," Richardson said. "I think we've just got a game plan, and the game plan we had at the beginning of the game, I think we should've stuck with it. But we didn't stick with the game plan and we tried to go do some other stuff, and the outcome came in a different way."
Richardson was taken aback by his inactivity in the second half.
"It's shocking," he said. "But like I said, the game's much bigger than me. I've got to let coach do what he does."
Richardson apologized to the fans.
"Today we let ourselves down and we let the whole city of Cleveland down -- especially, the season-ticket holders," Richardson said, "I feel for bad for them and I want to say as a man, I just want to come to them and apologize because this was the last home game. We're supposed to go out with a blast. It was a big ballgame and we didn't do what we were supposed to do."
The Cleveland Browns may reduce Trent Richardson's carries.
Richardson is averaging 3.5 yards per carry during the Browns' current three-game winning streak.
Offensive coordinator Brad Childress said the Browns will give more time to Montario Hardesty.
“Are we going to give him a series every now and then, or every third series or something to that nature?” Childress said. “Yeah, we talk about that.”
The Cleveland Browns are now 5-8 and have won three straight games for the first time since the end of 2009.
Pat Shurmur is making a case to remain head coach though the Boston Globe reported that Nick Saban, Chip Kelly and Josh McDaniels could become candidates.
The Boston Globe reported that Michael Lombardi is the frontrunner to become the next general manager of the Browns.
Peyton Hillis was criticized by former Cleveland Browns' teammate Joe Thomas about refusing to play while sick and injured and for being the source of a "toxic" situation in the locker room.
Hillis responded when asked about the remarks by the Kansas City Star.
“It’s kind of like a crazy ex-girlfriend. It's been over a year. Get over it. I guess when you get paid over $100 million by one team, it's kind of easy to point the finger at other guys and try to hate on them for trying to get another contract.’’
