The Carolina Panthers have placed the "non-exclusive" franchise tag on defensive tackle Kawann Short.

Short can sign an offer sheet with another team. If the Panthers decide not to match, they would receive two first-round picks as compensation.

The Panthers can still sign Short to a long-term contract, but they must do so by July 15. If no deal is reached by that point, Short will have to play on the one-year franchise tender.

The Carolina Panthers have agreed upon a new three-year deal with Mario Addison.

"Mario has shown he is one of the best emerging pass rushers in the league and he deserves this contract," general manager Dave Gettleman told the team website. "He consistently affects the quarterback, and we envision an increased role for him in our defense. He's a pro in the way he approaches the game and brings an upbeat attitude to our locker room. We're thrilled he will continue his career with the Panthers."

Addison led the Panthers in sacks this season with a career-high 9.5.

The Carolina Panthers have released Mike Tolbert, creating $1,725,000 in salary cap space.

Tolbert, 31, last offseason signed a two-year, $3.3 million deal with $700,000 guaranteed.

Victor Cruz, who was released by the New York Giants last week, visited with the Carolina Panthers over the weekend.

Cruz left the Panthers without a contract offer and is believed to have at least one other visit scheduled.
