The Bills have promoted national scout Buddy Nix to general manager.
Nix was introduced at a news conference Thursday, filling a void after Marv Levy stepped down as general manager following the 2007 season.
"I'm here to introduce somebody that we've needed for a long time, something the fans and everybody in the area and myself have wanted, and that's a general manager of football," owner Ralph Wilson said. "We really needed somebody who knew all aspects of football."

Bills Hope Fitzpatrick Can Face Colts
The Bills are hoping that starting quarterback Ryan Fitzpatrick will be able to play on Sunday against the Colts.
Saying "we think he'll be better," interim head coach Perry Fewell was optimistic that Fitzpatrick will play despite missing this past Sunday's game with an ankle injury.
T.O. Makes 1,000th Catch Against Falcons
Bills wide receiver Terrell Owens grabbed the 1,000th reception of his career on Sunday against the Falcons.
Owens is just the sixth player in NFL history to reach the milestone.
Buffalo lost to Atlanta 31-3 in the game.
Owens had four catches for 39 yards. He joins Jerry Rice, Marvin Harrison, Cris Carter, Tim Brown, and Isaac Bruce as the only players with 1,000 receptions.
"It doesn't bother me," Owens said. "I just go out and play the game. I'm blessed to be able to play this game and to play it at a productive level."
Brohm Expected To Start For Bills
The Bills expect quarterback Brian Brohm to start on Sunday against the Falcons because of Ryan Fitzpatrick's ankle injury.
The Bills signed Brohm, a 2008 second-round draft pick, off the Packers' practice squad last month.
Shanahan Removes Name From Consideration In Buffalo
Mike Shanahan has removed his name from consideration for the Bills head coaching job.
Shanahan told the Bills more than a week ago that he was taking himself out of consideration for their head coaching position, a league source told The Buffalo News.
According to several media reports, Shanahan has had contact with the Washington Redskins about their coaching position.
Fitzpatrick Will Be Game-Time Decision
Bills quarterback Ryan Fitzpatrick will be a game-time decision for Sunday's contest against the Falcons.
Fitzpatrick participated in individual workouts but not in practice on Friday.
Brian Brohm will start for Buffalo if Fitzpatrick can't go.
Bills Lose Edwards, McGee For Season
The Bills will be without quarterback Trent Edwards and cornerback Terrence McGee for the remainder of the season.
Edwards will miss the final two games of the season with a high ankle sprain suffered against the Patriots on Friday.
In addition, a rotator cuff injury sustained by McGee will end his season, requiring surgery this week.
Incognito Fined $50K For Head-Butting
Bills guard Richie Incognito has been fined $50,000 by the NFL for his actions in last week's Rams-Titans game.
Incognito was claimed off waivers from St. Louis earlier this week.
He was benched in the second half of the 47-7 loss after two unnecessary roughness penalties, both of which were for head-butting.
"Future infractions of the types you have committed may lead to increased disciplinary action up to and including suspension," stated a letter from NFL executive vice president of football operations Ray Anderson to Incognito.

Former Bills quarterback J.P. Losman used the United Football League to showcase his talents and try to get back into the NFL. His mission was rewarded Tuesday when he agreed to a deal with the Raiders, as reported by ESPN.com.
Owens Open To Staying In Buffalo
Terrell Owens wants to play for at least two more seasons and hasn't ruled out returning to the Bills.
"I feel great, I'm out here running around and having fun," he after a practice this past week. "If I can go to a team where it works for me, then I feel like I can succeed and be productive."
Owens has 43 catches for 690 yards and three touchdowns this season.
He signed a one-year, $6.5 million contract before the season.
